CANDIDATE STATEMENT
Why I am Running for Re-election
In the essay below used for the November 2010 election we laid out the major reasons I was running for the Board of Review and why citizens should cast their vote for me. Those reasons centered around my professional qualifications and safeguarding the appeal process against partisan abuse as well as bringing balance to a Board dominated by Democrats. Now an additional reason can be added for taxpayers to support my candidacy. That reason is a record of success in following through with my campaign promises. In brief we have pursued an aggressive schedule of assessment appeal seminars to educate the public about their right to appeal and additionally to teach them as much as possible about our current property tax system so they will be empowered to make informed decisions about their own personal situations as well as in exercising their right to vote. We have simplified the appeal process for taxpayers by improving our standard letters about hearings. We ended the unproductive infighting with the Assessors office and entered into a cooperative mode that has resulted in more accurate assessments. Our staff has begun a formal education program through classes offered by the Illinois Department of Revenue and other professional associations. We have kept close contact with the suburban assessor offices, having over twenty of their staffs come to the Board for a formal two hour tour and explanation of Board procedures. This past year, we adjudicated over 386,000 appeals, the second highest number of appeals in the history of the Board and we did it with a smaller budget than the previous year. We also kept our suburban satellite offices open to better serve our 1st district constituents. In addition, on September 6 we unveiled our new on-line appeal system increasing access to the Board and allowing property owners to appeal from the comfort of their own homes. This major step forward has made the Board more efficient by reducing labor for data input and lowering expenses for paper complaint forms. Lastly, I continue to serve as the first ever full-time hands on commissioner at the Board of Review.

Why I'm Running
Please allow me to tell you why it is so important to the taxpayers of Cook County to put the First District Board of Review seat back in the Republican column.
In addition to unprecedented domination of state and City of Chicago government, Democrats currently have absolute autonomy in controlling the Cook County property tax system. The Democrat Clerk calculates the tax rates. The Democrat Treasurer collects property tax payments and then distributes the revenue to various local taxing districts (schools, villages, park districts etc.). The Democrat Assessor determines the assessment (value) of all 1.8 million parcels of property. And the three Democrat Board of Review commissioners decide which assessment appeals warrant a reduction. This one party control is a recipe for abuse. If elected, I will be the taxpayer's "Canary in the Coal Mine" so the Chicago Democrat Machine will not be able to use the property tax system as a tool to reward their allies and punish their opponents.
As a professional trained in property valuation and as a local Township Assessor familiar with the County tax system, I will be in a position to sound a warning when insiders abuse the system for personal or political gain. Under my leadership, taxpayers who make a convincing case for assessment reduction will receive the tax relief to which they are entitled. By the same token, politically connected property owners will receive no special consideration.

BIOGRAPHICAL INFO
Dan Patlak was sworn in as a Commissioner of the Cook County Board of Review on December 6, 2010.
Patlak's defeat of the incumbent commissioner was the first time a Republican defeated a sitting Cook County level Democrat in fifteen years.
Patlak is fulfilling his pledge to work as the first ever full-time commissioner at the Board.
After graduating from Valparaiso University with a Bachelors degree in Business Administration, Dan Patlak began his professional career as a real estate Broker in the near north suburbs of Chicago in 1986 and continued in that capacity until 1995.
He is a Graduate of the Real Estate Institute (GRI) and has been a member of the National and Illinois Realtors Associations for more than twenty years.
As a volunteer coordinator for Citizens Against Government Waste from 1992 to 1994 Dan Patlak organized "Taxpayer Action Day Rallies" in successive years at the Kluzinski Federal Building and the Daley Plaza to draw attention to wasteful government spending.
He also testified before the Cook County Board in 1992 in opposition to the original $.75 county sales tax.
Mr. Patlak was employed at the Cook County Board of Review from January 1999 to December 2006. He served as a property assessment appeal analyst for Commissioner Maureen Murphy specializing in residential, commercial apartment and exempt properties.
In addition, Dan represented the Board of Review at over 500 Illinois Property Tax Appeal Board (PTAB) oral hearings.
Maureen Murphy's office conducted over 300 Property Assessment Appeal Seminars during her eight years in office. Mr. Patlak served as her surrogate speaker at more than 60 of those seminars.
Patlak also served as Murphy's Public Information Officer fielding media inquiries, writing letters to the editor, arranging press conferences, scheduling public appearances and helping write the Board's Annual Report.
After completing advanced courses in property appraisal required to become a Certified Illinois Assessing Officer, Dan was elected Assessor of Wheeling Township in 2005 and re-elected in 2009.
He is a member of the International Association of Assessing Officers. Dan also was an elected Board Member of East Maine School District #63 in the mid-90âs.
Mr. Patlak is a member of the National Taxpayers Union. He is a Parishoner of St. Joseph the Worker Church and a 4th degree Knight of Columbus.
Dan resides in the Village of Wheeling with his wife Dulce and ten year old son Teddy.
